Just fixed it had to hold the reset button till I saw the power light flash in red twice and released. The instructions the agent gave were wrong holding for 30 seconds. Now it works like it should...

Well talked to support and they said the device is bricked now... So if all who are reading this and are thinking of getting this update think twice before trusting NETGEAR... I will not be using them again for my next router purchase if this is how I can expect their updates with fear of bricking devices... They should of spent more time with the update before releasing...

You wouldn't happen to trying to connect to the router with https? If so, that is unsupported from the LAN and you will precisely get the connection refused error. Use http.

Can you ping the router?
The proper way to hard reset the router is to turn it on, wait for a minute or two for it to settle down, then push the physical reset button and hold it in for about 8 to 10 seconds. You should see all of the lights blink off and on. Then release the button. Wait for another minute or two. Then connect a computer via Ethernet and try to log in again.
