Factory reset the router.
during the reinstall, make sure to leave qos, access control, traffic monitoring, and parental controls disabled.
that router is 9 years old and needed cut through forwarding (ctf) to hit gigabit speeds. those services disable it.
so try that and then test the speeds.

Should the factory reset be done through the UI portal or the paperclip button on the back?
Which is preferred? Assuming both accomplish the same task, but I never know with NetGear sometimes.

Either should work. Its just to force the router to reset the CTF. Sometimes even disabling those services doesn't re-enable it and thats where the reset comes in.

Factory reset is complete
Set the router back up with my usual settings
Made sure Traffic Meter, QoS, and Parental Controls were off
Now pulling down over 900Mbps and 50Mbps up over the wire
