If you are going backwards in release number you might still have them (that is from one of the older recalled beta's). However there is NO guarantee they will work. In cases like that you have to RESET the router and then re-apply manually your setting for proper operation.
If you are moving up from and older official release, like V1.0.4 or older you don't need to reset the router but it is advised. In this case I'd give it a try, have any problems, reset and re-enter is the first thing to try. DO NOT load saved settings from any other version into a new one. That seems to be asking for trouble these days.

I have kaspersky Internet security, which I cannot uninstall, but I disabled it's protection and exited all its processes from the task manager, just to be sure. Secondly when booting in safe mode with networking kaspersky is not allowed to load by windows, there as well can't access the router.

If you really did all what you said, and mainly hard reset + connect only one cable between PC and Router, maybe something else corrupted in router or windows. Again, on first hard reset with this 1.06, I had to connect to the WAN from my PC. There was no way to connect using the LAN. After that, using the LAN worked. Why? I have no clue. Just try it as a last chance
If a fresh install of windows is able to connect to the router, then it is an issue with your current windows install, else it is something fishy in router. Provided hardware interface (adapter and cable) is fine!
For windows, many things can affect it. Did you try to look if 192.168.1.(0-255) range is redirected in hosts file ? (%SystemRoot%\System32\drivers\etc\hosts)
If you excluded a windows issue by a fresh install, let's say, it is sad that no Netgear dev ever replies for support here. Their NAS forum is extremely well supported by Team devs. Here, users are left alone it seems
