R7000 Slow Download Speed
Spectrum recently upgraded my internet download speed to 200. When I do a direct ethernet connection to the modum, I'm getting 200. When I go through the R7000|AC1900 router (hardwire, not wifi), I...

This is important. If an ISP changes the service, then the settings may be different.
It isn't just the router that needs to change, so does the modem. They need to forget past settings or the router may still have details picked up from the slower service.
If the network changes, you can't just carry on regardless. You need to reboot the network:
Be sure to restart your network in this sequence:
- Turn off and unplug modem.
- Turn off router and computers.
- Plug in and turn on modem. Wait 2 minutes for it to connect.
- Turn on the router and wait 2 minutes for it to connect.
- Turn on computers and rest of network.

Did a hard reset and that fixed the issue. Download speed is now over 200. Thank you.
While re-entering all my passwords, etc. after the reset, I noticed my firmware version is at V1.0.9.88_10.2.88. I directed the app to look for a newer version and it returned that no newer version was found on the Netgear site. I found that hard to believe, so I checked the Netgear site and found numerous versions of firmware that are newer than mine. Should I manually download and install a newer version or leave well enough alone? If I should install a newer version, which one?

In theory, you should have the latest version of the firmware. That is to keep you up to date with security improvements as Netgear tries to block newly discovered vulnerabilities.
But in reality Netgear also uses updates to change the features available on some devices. In the case of the R7000 it has killed off some features so that it can make room for fee paying stuff like Circle and Armor.
It seems that they have already done this in your version:
Please note that starting with this firmware release (V1.0.9.88), iTunesServer, Kwilt Photosharing, Time Machine Backup, TiVo support for media sharing, and the Downloader feature (which was in beta) are no longer supported. If you want to continue using these features, do not update the firmware.
I would check the newer updates. If you are happy with what they promise/threaten I would update to the latest. But be prepared to backtrack if you have problems.
