We tested speeds from the modem and from the router. The coax is coming in from outside to the router and then ethernet to the modem and then ethernet to the desktop.
The Arris model is the SB6190.
Sites I was testing on was in the router page, speedtest.net and speedtest.xfinity.com
The testing equipment used for testing was the Xfinity tech's gear.

Have you made sure you have QOS disabled? Are you on the latest firmware?

Testing speed within the router's GUI interface is almost never accurate. Use something like Ookla or other test site. Do note that since you have 1.3 Gbps package, you'll never reach it since the router is 1 Gbps

I understand that, the speed was tested "up to" 1.3 but my package is set to 600Mbps. Running the modem direct to tower via ethernet is 751Mbps but when I run through the router it's down to 180 - 200Mbps.

Yes I have the router on auto update and checked it was on the latest firmware. QOS is disabled.

Try a factory reset and setup from scratch. Don't enable QoS, Access Controls, Armor or Traffic Meter. I would power OFF the modem for 1 minute as well during the reset.
Test with a wired PC with the router and see.
