R7000 speeds are neutered with MAC address cloning is used
My internet speeds were upgraded considerably the last few months. No matter what I could not get above about 160 Mbits. I finally factory reset the router. Speeds had no problem reaching 500 MBits....
It might disable CTF (cut through forwarding) that was needed to hit gigabit speeds on those older devices. Anything that causes packet inspection disables ctf. Maybe thats disabling it for some reason.
