To be clear, I am using the R7000 in router mode with my ISP router as the modem. If I use my ISP router solely I can connect to the VPN just fine.
With the configuration above, you have put yourself into a double NAT situation. See here why that is bad:

The easiest solution is to configure your R7000 in AP mode.

Sorry I should've been clearer, my ISP router is operating solely as a modem.

What is the brand name and model number of your ISP modem/router?
Sometimes, putting a modem/router combination device into modem only mode can be complex.
Have you completely powered down your LAN devices and restarted them in sequence from the outside to the inside?
What are the specific error messages you get when you are unable to connect to the VPN?

Virgin Media Superhub 2ac, as far as I know it's also made by Netgear
I have tried every variation of LAN devices connected to the router, including all but the one in question. I have also tried running it with a static IP, as well as in a DMZ.
The only error message I get is saying that it can't connect to the Microsoft Exchange. Other than that it just presents as if it is connected without an internet connection.
