What is the brand name and model number of your ISP modem/router?
Sometimes, putting a modem/router combination device into modem only mode can be complex.
Have you completely powered down your LAN devices and restarted them in sequence from the outside to the inside?
What are the specific error messages you get when you are unable to connect to the VPN?

Virgin Media Superhub 2ac, as far as I know it's also made by Netgear
I have tried every variation of LAN devices connected to the router, including all but the one in question. I have also tried running it with a static IP, as well as in a DMZ.
The only error message I get is saying that it can't connect to the Microsoft Exchange. Other than that it just presents as if it is connected without an internet connection.

What makes you think you have your Virgin Media Superhub 2ac configured for modem only mode?
Does your Virgin Media Superhub 2ac still broadcast a Wi-Fi signal?
I am thinking the Virgin Media Superhub 2ac does not have a modem only or "bridge mode". That is why you can successfully connect to your VPN when the R7000 is not in the data path.
One option would be to put your R7000 into access point mode.
