Hi Gents
I do not have Google Home or Chromecast
To recap:
Connection, but NO internet: android phone wifi, android tablet wifi, and android TV box wired
Connection WITH internet: Windows laptop wifi, TV's hard wired
So my issue is strangely only android, wired and wireless

That bug originates from the Cast software for Android phones, Google explains, which could “incorrectly send a large amount of network traffic” that negatively impacts wireless networks. All this is discussed in the thread I linked to.
It may not be your issue, but I would not dismiss the idea out of hand.
