Your post was quite informative, thank you...wasn't aware of the "log in from a non-windows device" strategy.
The symptom is caused by a network conversation between the router and the PC, and the PC having some open "file handles" on the drive. The file handles could be held by an application, from explorer, or from a "mapped network drive." I'm not sure why the Netgear's software does this, but the irritating behavior actually has some good thought behind it (not wanting to risk corrupted data on your USB drive). For me the main cure was to disconnect the mapped network drives (shares) that are on my PC before I try to safely disconnect the USB.
