I got my computer to read the internet from the modem finally and speed tested it and I was getting 136 mbps so it turns out the modem or the cable is most likely the issue. I think the tech who installed the new modem flipped the cable splitter. There is another tech coming later today and I will update this thread if that fixes it.

Some modem's you can access and see their cable connections page. Are you able to on that one?
You can remove everything from the coax line and direct connect the modem and see how it does. Splitters and bad connectors can cause slowdowns/errors

This modem does not appear to have an accessible admin panel. I'm going to let the tech see if they can fix it later today and, if they can't, I will try more fixes.

They came, determined everything was fine with their stuff, and replaced our router with their own. I'm still getting internet speeds that are half of what they should be so I can only assume it is something on my computer (or something that has to do with my computer) that is slowing the internet down. I have no idea what it could be though.

I tried a speed test with my phone connected to the router wirelessly and was getting the correct speeds.
