Thats interesting if you get full speeds over wireless but not wired.
Makes me suspicious of the device you're testing wired with.
And you only have the 1 wired device to try?

I just tested my main PC with WiFi (it has WiFi capabilities built into the motherboard) and I got the full internet speed as advertised by the ISP. I tried WiFi on my laptop and also got (almost) the full internet speed. I tried the ethernet cable on my laptop and I got the same speeds I was getting on my PC. The ethernet cable appears to be the problem which is strange because it started happening right as the new modem was installed from the ISP and there is no physical, visible damage across its length. I have no idea why it would be extremely slow all of a sudden.

I do not have a different cable to try, unfortunately.
I did not try it on different ports on the router nut I have tried it with two different routers now (because the ISP came and replaced the R7200) and it is still giving me the same speeds, leading me to believe I have a faulty ethernet cable.
