R7800 with Access Control / Guest Network doesn't work requires adding of device

I have Access Control enabled for my employee/business devices to secure the network.   We have guests visit often, so I put in a guest network.

The problem is the guest network does not bypass the access control.   So having a guest network is useless if we have to authorize every device that tries to connect.    

I even tried to add another access point wired into the R7800.  However, it still blocks devices that connect to the other access point because they come in to get an IP.

I am open for suggestions on resolving this issue.
