_Both_ of them?
Hmmm. What's the IP address of your computer/device? To what is the
WAN/Internet port of the R8000 connected? (Is it another router?) What
happens if you disconnect it?
Have you tried a different web browser?

To exactly speaking, 192.168.1.1 jumps to an ad page that tells me to install Nighthawk app, as I mentioned first.
192.168.0.1 shows not found page.
My desktop PC wired to the router directly is 192.168.1.2.
My smartphone cannot access to the rounter.
WAN address is not certain because I am not able to access the admin console.
I tried with Edge and Chrome.
The latest firmware released a while ago requires firmware reset. After reset, you have to login to the admin screen, but the entrance of admin screen redirect to the ad page of Nighthawk app. Therefore you are no longer able to complete initial setup from PC directly wired. This change in the new firmware is apparently design error.

It might help if you told people what the modem is in front of this router, if there is one. The model number could be useful. Is it, by any chance, also a router, with a set of LAN ports on the back?
The reason for asking is that a lot of people turn up here trying to put a router behind a modem that is also a router. That can complicate troubleshooting.
