Try a reset on the router and setup from scratch. Power OFF the ISP modem for 1 minute then back ON. Complete the setup wizard on the router and go to check speeds. Don't enable anything else.
Be sure your using good quality LAN cable between the modem, router and your PC. CAT6 is recommended.

Thanks for the suggestion. Unfortunately, no change. Just time spent. The speedtest did not change. The router is still under 600 while the line out of the modem is upwards of 930.
What would be the next suggestion?
