Now, speed-tests are showing the AC3200 is throttling-back the speed. My desktop is wired to the router, thus, should be getting higher speeds.
You did reset the router, the R8000 I assume, after you changes the modem? You don't say.
This is important to erase any settings that the router may have inherited from the old modem.

Yes, I did do a reset. The lights flickered, I had to re-setup my id/password, network names changed. However, not all settings were erased. Many entries still existed.
So far, no change. Low-speeds (400-500) out of the router while the modem is now delivering the high-speed (930-960).

If you pressed the reset button for 10 seconds then release or use the ERASE funciton on the routers web page under Admin/Backup? ERASE should and will erase all prior configurations.
Something to try if you can to see if your router is working right on the WAN to LAN speed side of things:

Seems like HW nat accelleration isn't working on your router maybe...
