You two can take a look at this link and see if it could help. I had a XR700 that was in a similar condition that radios failed to work and nothing would get it working right until I followed this process. Got the radios working right on my XR700 which is based off the R9000 BTW:

If this doesn't get the radios working, then I would presume the radios may have just gone bad and either router needs to be replaced or disable ALL radios on the router and connect up some upgraded WiFi AP systems since the R9000 is EoL.
