I manualy set the LAN ip range when i set up the router.
Modem is supplied by NBN we have no access to it

Why? If the VPN installation expects to see a router with the default configuration that could explain things.

Yes, but you should know what it is. Most devices have a label on the side.
If this is NBN, you are in alien territory. NBN is not an ISP so much as the Australian nationwide implementation for broadband. ISPs have different ways of delivering the Internet. How does it get to you? DSL? Cable? FTTC?
nbn Fibre to the Curb (FTTC) | nbn
Sometimes known elsewhere as FTTP.
In that case it isn't really a modem, more an optical network termination (ONT).
