Thanks, I'm using CAT5e or CAT6 cables, gigabit switch, etc. And I mentioned "..the Netgear R9000 shows that its Quality of Service (QoS) only works for WAN connections."
I was hoping to hear of a current router brand/model which performs some sort of traffic shaping on LAN connections, as I recall one of my old routers (either Linksys or Netgear) allowing such capability ~8-15 years ago. Looks like I'll continue using my Google machine to try and find a suitable alternative.

LAN side QoS isn't used much for home devices. With speeds at 1000Mbs being the norm for years now and seeing 2.5Gb on some LANs, most devices work with out any kind of QoS on the LAN side. Just not needed. If there is a problem then it would need to be vetted out first.
You can see some QoS on the LAN side on big business and enterprise levels.
Something to try out is that switch configuration suggestion to see if this helps any. You might look in to a managed switch that has some QoS features maybe if you really think you need something on the LAN side.
I recommend using one or the other kind of CAT cable, don't mixed them. Go with all CAT6 cabling.
I would reach out to the Tivo Mfr as well for there help and support regarding there product as it seems this is the one issue here.

Sensing a hardware issue, I replaced the old Netgear R5000 router with a new Netgear RAXE500/AXE11000 (I hate Netgear's dual-naming convention). As a test I ran a Tivo Mini all day; it hasn't skipped yet.
However, I will be returning the RAXE500, and I've got a TP-Link Archer AX-90 on order (BTW both got good reviews on NYT Wirecutter). Several times during configuration today the RAXE500 dropped the WAN connection to the Netgear cable modem, and most annoying, it would repeatedly would go semi-brain dead and lock up for several minutes each time.
Specifically, while configuring things on the RAXE500 (IP address assignments, port forwarding, etc.) it would take a looong time to respond on most commands. So as a diagnostic I set up a continuous ping to the RAXE500. I noticed that exactly when the looong delays started, the RAXE500 stopped responding to pings. When it responded again, the pings got answered. Conclusion: an expensive, but useless piece of hardware.
So after switching from being a Linksys user to a Netgear user, now am trying TP-Link.
