A lot of devices, especially routers, have generic problems that can be answered in any section, But in the case of the EX3700 we are talking about a wifi extender. And these can be a pig to set up.

You may have done this already. I can't tell from your message.
I mention it because Netgear stopped supplying printed manuals and CD versions some years ago and people sometimes miss the downloads.
So I connected the EX3700 to the router using WPS and the Router Link LED shined steady Green.
Do other wifi devices connect to the extender? If not that would help to rule out the TV as the problem.
By the way, when I wanted to get a "smart" Samsung device to connect to the Internet, I invested in Powerline Ethernet and used a pair of plugs over the mains circuit.
