Most likely capacitor noise.
Those are pretty generic power supplies. You might even have a matching one sitting around somewhere.
Just make sure it has the same volatage and polarity. It can have higher amperage, just not less.
Or use it it until it breaks.
or you can buy pretty cheap aftermarket power supplies.

Yep sounds like a whiny capacitor to me, means its starting to go bad. Hopefully its in the power supply because you can replace those pretty cheaply. If its in your modem you might start seeing your internet slow down more until the capacitor goes out. If its in the modem/router if you know how to sotter and switch out capacitors that would be a solution. Usually the bad capacitors will show bulging on the top.
