179.107.48.81 is from someone named LULIV4! I know no one or have gone to any websites that are not located in the usa. Even with my VPN enabled I use the fastest connection!
My search found nothing in China or Brazil. A few in Uruguay. Rambla Republica de Mexico 6125

It is just a cable modem. No integrated router to clash with your Netgear router.
I mentioned it because of the DHCP IP: 10.0.0.10 entry in your log. During set up most routers allocate a default IP address of 192.168.1.1. DHCP address pool then pick up from this.
"If the router detects a conflict with a WAN IP address, it changes its IP address to 10.0.0.1 or 172.16.5.1," according the manuals.

It isn't clear to me that the two are related. Which one do you want to fix?
I see no sign that you have tried this problem over in the appropriate section for your RAX120.
