It's the Netgear. 192.168.1.1 is my default gateway to the Netgear:

 

Arp -a (from desktop)

 

Internet Address Physical Address Type
192.168.1.1 3c-37-86-f7-31-46 dynamic

 

No devices are blocked:

Does this happen if you disable Access Control?
