Probaby not.

Do you have something connected to the USB port on your router?

I still have no idea what Netgear device you are trying to set up. Probably R7800, but that just a guess based on "X4S AC2600", which tells us about the wifi technology rather than the model number.

Here is what I see:

Try clicking the bit where "Tools" should be. Here it has "Language" options. The top one is "English".

  Download ReadySharePrinter_setup_v1.36.zip
  Install ReadySharePrinter_setup_v1.36.exe (and stipulate language = English) on computer hard wired by USB cable to NETGEAR R7800 router USB1. .
  
  Screen shot (see attached) showing: Installation obvious (under Recently added [Win10])
  On far tight NETGEAR USB Control Center window with [Connect], [Disconnect], [Network Scanner] buttons all greyed out.
  
  Still not able to print:
  Samsung ML-2850 Series (“USB002 Offline: 10 documents waiting”)
  Unplug USB from NETGEAR USB1 and plug into USB2 and try again.
  Samsung ML-2850 Series (“USB002 Offline: 11 documents waiting”)
  
  Q: Why is window all greyed out?
  Q: Why can’t I get the printer to come online?

    What is "computer hard wired by USB cable".
    
    The idea of ReadySHARE Printer is that you share the printer attached to the router by USB.
    
    Is that what you did?
    
    It has nothing to do with a USB connection between the computer and the printer.
    
    Have you installed the printer and its drivers in all of the PCs on the network?
    
    You might get to the solution quicker if you answered questions.
