When the fiber gateway has its own wireless, it tends to indicate that its a gateway/router combo device. which can cause double nat issues.

look at whatever box is plugged into the R6400 for a model number and post it back here. If it is a modem/router combo device, then it'd be worth putting the R6400 in access point mode (easiest fix).

So we have a thing called icontrol that cox installed upstairs into our panel. and then our wifi router is plugged into an ethernet in the wall downstairs. i am not sure if that helps

does that icontrol have any labels on it with model number?

It is just a little thing connected to the control box about 3 inches by 2 inches.

Sorry I dont know that much about it. It seems as if the problem would have been with cox since it started when they switch the wifi. But then they said everything is good on there end. I have tried all the basic stuff. Unplugging, restarting, updating and no solution.

Cox usually has a modem for their service. I didn't know they actually had fibre to the home. Its usually fibre to a node and then coax to the home.
From my research of "Icontrol" cox, i get a lot of home security devices/automation.
So I'm more curious about what your actual setup is.
