What Firmware version is currently loaded?
What is the Mfr and model# of the host router the NG router is connected too?
Be sure your using good quality LAN cable between the host router and the R7000. CAT6 is recommended.
Be sure the LAN cable is connected to the R7000's WAN port from the host routers LAN port.
Could indicate a cable problem or a problem at the host router...

Firmware for the R7000P running AP mode is V1.3.1.64_10.1.36
Host router is my Netgear R7000 and all cables to it are CAT6. I have LAN1 on the R7000 going to the WAN on the R7000P.

Try powering OFF ISP modem, and both R series units for 1 minute or longer then back on with the modem first, host router next then AP lastly.
