AT&T my service and I received a new router, Arris BGW210-700.
This router allows me to manage more configurations within the gateway router. I have configured an IP passthrough. The problem still persists. I still don't prefer to go with the Netgear as AP route.
Here are some notable observations:
- After power-cycling my entire network in the order of ATT, Netgear, LAN devices, the problem seems to be resolved. About 20 minutes later it resumes. If it was a double NAT issue wouldn't it be consistent?
- It happens on Windows (work and personal) and some smart TVs. My wife says it happens on her Macbook, but I have not observed it. I cannot replicate in on my MacPro.
- It happens more frequently on Chrome and Edge. Infrequently on Firefox. It only happens on https sites.

Do you have IP Pass thru setup fully on the modem for the NG router?
Is the wifi fully turned OFF on the modem?
Try enabling IPv6 on the router as well.
What CAT# LAN cable do you have between the modem and router? CAT6 is recommended.
Has a factory reset been performed since last FW update?

The AT&T wifi is off and has been.
The IP Passthrough is set up correctly.
It's a cat-5 cable between the two.
I've set up Ipv6 as per your recommendation. And it seems make the sense to try.
So far it seems to have worked. I'm going to give it a few more days of checking. I'll check back in.

I recommend changing the CAT5 to a CAT6 cable at least.
