How to setup without modem or internet

Yes r6700v3. Initially I just want in home network. Still trying to decide on an ISP. Can I connect router to my laptop and do the setup without wizard? What cabling? Just the Ethernet cable? Thank you.

As I said, I'd expect a virgin router to start with its set-up wizard
showing, but I'd also expect it to give you a chance to do a manual
configuration eventually.

Did you? Look for "Use the Internet Setup Wizard" and "Manually set
up the Internet connection".

Ok, so there's no real Internet Setup to do. All you need to do is
get past the "Wizard", and proceed.

Some or none, it's all the same to me.

Did you? As the User Manual says ("Connect to the network"):
You can connect to the router's network througha wired or WiFi
connection.
These routers tend to expect access to a time server. They typically
don't offer a manual way to set the date+time, so, without an Internet
connection, the date+time data in its logs may be inaccurate. I
wouldn't expect "Set up a WiFi schedule" to work well. Similarly,
features like automatic firmware updates couldn't work. Otherwise, for
LAN-only operation, what could go wrong?
