When I connect my computer directly to internet with ethernet cable I get speed 500/500 but when I instead go through my Netgear router (ethernet cable from computer to router and ethernet cable ...

I checked that I had/have latest firware.
I enabeled QoS and TrafficMeter.
And I checked that access control and parental control were disabeled.
Then I restarted router and checked if speed with ethernet cable was still 250/250.
As speed was still 250/250 I did factory reset followed by initiating router and all
of the above mentioned all over again. And speed is still 250/250.

Only a number is a reliable indicator.

Not sure what the spelling there means. It is wrong so it might mean enabled or disabled. (I'm not being picky, just trying to work out what you have done.)
But if you enabled QoS and Traffic Meter that can slow things down. The advice is to disable them.

Access control isn't going to slow things down, parental control, whichever of the various versions you are using, may have some effect.
The point is to to disable things that use processor power on your router. QoS and Traffic Meter do that. Access control and parental control are, to quote Douglas Adas, relatively harmless.
