The solution - thanks for the assistance - was to setup the ORBI into the Access Point (AP) operational mode. I could not figure how to tod that initial, as I was unable to access the orbi directly. Once I accessed the ORBI via a mobile browser connected on the same network via wifi, then I was able to get into the configuration and change the operational mode.

Maybe can tell us more about your network environment. Specifically why your network is using 2 private IP LAN segments?
192.x
172.x
Who is the ISP?
What equipment exists in front of your Orbi Mesh system?
How is that device configured? (Is it running in Bridge or Pass-through mode?).
If not, the Orbi will need to be run in Access Point (AP Mode).
You appear to have 2 devices performing DHCP and NAT.
ISP device 192.x Ethernet
Orbi Mesh 172.x Wi-Fi
Pick one and put all of your devices on the same LAN segment

I have fiber to the home ( via MetroNet ). Fiber comes into a Nokia ( Nokia Intertek G-240g-a ) box, ethernet into a ZyXel EMG3425-Q10A. I have wifi disabled on that ZyXel, so it only povides the 192.168.x.x ethernet. The Orbi, the two PCs, and a netgear Ethernet hub are also connected to the ZyXel. Orbi puts out the 172.16.x.x wifi lan.
Looking at the config on the ZyXel router, DHCP is enabled.
I think the Orbi defaults tie 192.168.x.x but that wasnt working since that was the default for the ZyXel as well.
I have a number of ethernet devices, and not enough ethernet ports, thus the use the the netgear hub. The ZyXel has 4 ethernet ports, whereas the Orbi had only 3.
The config in the Zyxel is not using words like bridged/passthru. So not sure how to respond to that part.
Happy to provide more info, or try some things. As to how to get them both onto the same lan segment, not sure how to get the ORBI to help do that
