Trying to setup Open VPN. Get error.

Start by going to the Advanced -> Administration -> Backup Setting page and save a configuration file. Be aware if you restore this file, you may bring back the issue you are trying to correct.
Perform a full firmware default reset using the recessed reset button on the back of your router.
Work your way through the startup wizard and reconfigure you router from scratch.
Go to the Advanced -> Advanced Setup -> Dynamic DNS and setup a service.
Go to the Advanced -> Advanced Setup -> VPN service and start with the settings shown in the attached screen snip.
You cannot test VPN from a device that is connected to the network where the VPN server is running on your router.
Netgear has some current issues with their Windows configuration. Some of the firmware has been updated and some has not. Best to first test with an Android device.
