Unable to Select Get Dynamic IP and Specify DNS Servers
My router recently updated to Firmware Version V1.0.3.92, which added Smart Parental Controls. I do not want to use the smart parental controls, but I initially activated them on my router after the ...
I went ahead and did a factory reset and it fixed it. I am able to select Dynamic IP and choose a DNS server again.

At least one of us is confused. So far as I know, "Get Automatically
from ISP" and "Use These DNS Servers" have always been mutually
exclusive.

Then don't specify "a static IP [address]" for the DNS server? I
don't see the problem.
Parental controls can be implemented using special DNS servers. In
that case, you'd want to specify explicitly the appropriate (special)
DNS servers. If you don't want parental controls, then use the ISP's
DNS servers (obtained using DHCP). Where's the problem?
