Unable to turn on Downstream QoS on Nighthawk 7000P

I have been having problems with my connection lately mainly with streaming services both on WiFi and ethernet so I have been trying to solve the problem. I first updated my router's firmware (I was running firmware from 2020 and am now running the latest V1.3.3.152_10.1.82) but that has not helped at all. I have now attempted a few times over the course of a week or so to turn on Downstream QoS in settings. I see the checkbox, click it, then click apply. The router reboots but when I go back and look, the setting is unchecked. It does this every time I attempt to turn it on and seems to just not allow me to use Downstream QoS. The main sites I have trouble with are Twitch, HBO Max, Youtube (mobile), Reddit (mobile), and Twitter (mobile). On my phone I am connected through the 5ghz band and am often in the same room as the router, so connection shouldnt be an issue there.

    There a screen capture of this that you can post here?

    Has a factory reset and setup from scratch been performed since FW update?

    What browser are you using? Does this happen in a different browser? MS EDGE or Firefox?
