Thank you for the quick reply. Im afraid any of the standard answers ive seen work. . Its not allowed to turn it off and everything else is at high performance. As for the placement of the topic oddly It would not let me choose any other section than the 3 nighthawk ones after several attempts but i see placing it directly there to begine with does work.

That's not "the standard answer". There is no such thing. It is just one thing to investigate.
If it doesn't work, then I'd still delve into Windows.
