Just an update on this - and some information which could be useful for anyone else experiencing this problem.
I've solved the issue. It turns out Sky Q was causing the problem. We have two Sky Q boxes in our house (one is a secondary Sky Q Mini box) and they communicate with each other over the wi-fi network. The two boxes use WPS during the intial setup to connect to each other. It seems the connection became faulty at some stage hence why the WPS light was always flashing - the two boxes were continously trying to re-establish a new connection, even when they were in standby mode. It seems the Sky Q boxes take over the whole WPS process when they are attempting a connection which prevents any other device from connecting and prevents the user from altering the modem wi-fi settings.
I resetted both Sky Q boxes and the WPS light has now stopped flashing.It may be worth adding to your troubleshooting FAQ's as Sky Q is a new product and is pretty popular. I'm sure the issue will resurface for others down the line.

Reset the router to factory default and reconfigure. Check if still the same issue.

Thanks for the reply. I've tried resetting it to factory settings on multiple occassions. The issue is persisting, even after updating the firmware following factory reset.
This is causing me serious hardship as I cannot change the Wireless settings when needed. Is the productive defective - do I need a RMA? Is this a known issue?
Also the number listed for customer support for Ireland on the Netgear website (0818 90 4000) does not work - it's disconnected. Can you please advise me what number I should contact? I cannot use any of the support functions on the website, including the RMA process, as it directs me to the number which is no longer in service according to the operator.- JamesGLJan 06, 2017NETGEAR Employee Retired
Hi SierraOscar,
Please try this:
1. Run the WPS wizard.
2. Select Push the button option then click on the button icon on the page.
3. When the progress bar is half way, cancel it.
4. Check the WPS LED. If it is off, configure the wireless settings.

Thanks James, just tried that solution.
After I click the icon the progress bar progresses 1 / 4 of the way and then I get the following error message.
This is after approximately ten seconds, certainly not two minutes.
The light did stop flashing for maybe five minutes, but it's already started again. I can't change the wireless settings.WPS procedure has timed out. Failed to add a wireless client to the network in 2 minutes. Please check whether the client supports the WPS function.
