In general, yes, an IP camera can be attached to a LAN port of a satellite, to a switch connected to the Orbi, or via WiFi. If the IP camera is configured to get an IP address using DHCP (asssigned by the router), then when connected it should appear on the Attached Devices display. Some IP cameras are designed to be attached directly to the Network Video Recorder (NVR), and some are designed to be powered over the ethernet cable (PoE) with power coming from the NVR.
The Orbi should be in AP mode if the goal is to have the IP camera communicate directly with the router.
Perhaps knowing the brand and model of IP camera would allow people to make further suggestions.
