Powerline has a relatively low conversion rate - generally no more than 35%. So a setup marketed at 1000 mbps generally gives you at most 350 mbps of throughput. Often it delivers much less. Like WiFi, this is half-duplex (only one sender at a time), and the bandwidth is shared across all the adapters.
That said, 30 mb is pretty low.
- Are all the adapters on the same circuit? Generally they are not. If not, how far away is the circuit box?
- Have you experimented with different outlet pairs?
- Are you talking about the wired performance, or the wireless performance of the plw1000? The WiFi is only WiFi 5 (802.11ac)
- Are you sure you are measuring megabits per second? If you are measuring megabytes, then your speeds aren't unusual (especially if you are looking at the wifi)
