Powerline has a relatively low conversion rate - generally no more than 35%.  So a setup marketed at 1000 mbps generally gives you at most 350 mbps of throughput.  Often it delivers much less.  Like WiFi, this is half-duplex (only one sender at a time), and the bandwidth is shared across all the adapters.

That said, 30 mb is pretty low.

    1. Are all the adapters on the same circuit?  Generally they are not.  If not, how far away is the circuit box?
    2. Have you experimented with different outlet pairs?
    3. Are you talking about the wired performance, or the wireless performance of the plw1000?  The WiFi is only WiFi 5 (802.11ac)
    4. Are you sure you are measuring megabits per second?  If you are measuring megabytes, then your speeds aren't unusual (especially if you are looking at the wifi)
