BE9200 sending BPDU out wan port

The device is model RS280. The sticker on the bottom says BE9200 model rs280. This router is attached to a Cisco switch. The port is configured as an access port. I know it sent a BPDU because the Cisco switch reported that it received a BPDU.

Wonder if the bpdu is misinterpreting something. Might try disabling it on that port.

My ISP will not disable bpduguard and guard root on their cisco switch. I took a wireshark capture and it is a BPDU from the netgear. I can see the netgear's MAC address in the source.
