dns settings not being applied to clients

Clients will only get the Router IP address for the DNS. If you input custom DNS on the RS Router, it will use that DNS service to pass thru to the clients.
All NG routers work like this.

so if my router is 192.168.1.1 and my Pi-Hole server is 192.168.1.2 and i set the DNS on the router to .2 but all my clients show .1 you are saying everything should still be going through my Pi-Hole server? thats not the case, i'm getting ads everywhere

The router works as a proxy service for DNS between what is set or auto detected from the ISP then sends and recieivs all this from and to connected clients.
If you have the DNS set for your Pi-Hole, all should flow thru the pi hole.
Not sure what you mean by ads everywhere.

I use quad9 DNS on my RS router. Works well. I found that for some odd reason, Apple beta updates would not be applied or downloaded on my mac book if the NG router was using ISP detected DNS. I happen to try custome DNS, quad9 and after that change, was apple to get beta updates correctly on my mac book. No sure why ISP DNS isn't working where custom does.

Your devices technically are using the router for DNS. But its getting those records/data from the pihole. You should be able to log into the pihole to check the blocking.
One thing you might find is that you didn't setup specific dns on the pihole. I'd run into that sometimes after upgrades.
If that doesn't work, take a screensnip of the routers internet settings page and the piholes settings so we can check them. Might also post in the pihole forum or even check the old AI for issues with the pihole
