There is no feature to restrict (or forbid) any part of the primary network in terms of access to the internet (devices that are 'wired' or connected to the primary 2.4G and 5G WiFi networks).
The only feature that does anything like this is the exact opposite (Block Services) which can restrict devices from internet access by IP address.
