My thoughts that came up with this question: Since I only needed a 2.4ghz WiFi Guest network setup for connecting ioT smart switches and friends and family aka guests that connect to that Wifi, it seemed strange to me that the "unused" 2.4ghz primary would be active for no reason except to enable the quest network feature. Guest Networks cannot work/enable without primary enabled.

You can enable or disable the main WLAN 2.4Ghz radio, However I believe this maybe also disable the Guest Network radio as well. Though you can try this and see.
Guest Network radios will be isolated from the main WLAN for security reasons and most users don't have guest devices having any access the main WLAN resources.
If you have IoT devices that do depend on IoT apps to work while the apps are installed on mobile phones and pads connected to the main WLAN, connecting IoT devices to the GN will probably break the connection between the IoT device and there managing app so would be recommended to avoid using the GN for IoT devices that you need to manage with there apps from the main WLAN/LAN side.
