My thoughts that came up with this question: Since I only needed a 2.4ghz WiFi Guest network setup for connecting ioT smart switches and friends and family aka guests that connect to that Wifi, it seemed strange to me that the "unused" 2.4ghz primary would be active for no reason except to enable the quest network feature. Guest Networks cannot work/enable without primary enabled.

This seems to be the "problem" that you are trying to solve.
There have been plenty of discussions around here about getting IoT things to work. They often boil down to badly written apps for the IoT device.
As the manuals explain, there are various ways of showing and hiding SSID broadcasts, and separating and joining SSIDs.
As to this:

If it really is "unused" why not just forget about it? It won't be getting in the way of anything.
