Upgrading to newer FW may still need a FR and setup from scratch and then make a new back up. There maybe changes behind the scenes that cause problems with older backup files that get loaded.
Just setup an RS700S for my daughters fiber connection and she is having the a similar issue. Her upload speeds a low single digit upload speeds. We both have Nokia ONTs but hers is a 1 gbps version and mine is a 10 gbps version. No one else seems to be complaining about this issue. We cannot run the 1.0.7.86 version and have to use the 1.0.7.82 firmware version
So v.82 solves the speed problem for you?

baforer1954Did you ever try disabling QoS to see if that fixed the issue? Doing that fixed the issue for me.
- Yes, I tried disabling QOSand it did not help
- My ONT is a 10 gbps Nokia, but just realized that my daughter’s was changed from a Nokia to some other ONT that doesn’t have the brand showing on the outside. Neither work with firmware v.86 but both do with v.82
