Concrete is very excellent at blocking wifi. Probably doesn't help the situation either.
Do you have coax ran throughout the home?
MoCa adapters are pretty great and could be a solution.
Of if you own it and plan on being there a while, getting out the old cement bit and drilling a hole through to run an ethernet wire and hardwiring in the extender.
