Thank you FURRYe38 and the reason I shared this KB was to share what the actual feature I had enabled and was working on my device when after the mentioned factory reset was lost. My ask here is how to re-enable it.
This KB article and your inference is that my RS300 does not support this feature yet the user manual says it does. See on page 104 we see the steps to enable QOS with additional settings explained.

Enable QoS
Quality of Service (QoS) helps improve your routerâs Internet traffic management
capabilities through better application and device identification, bandwidth allocation,
and traffic prioritization techniques. QoS resolves traffic congestion when the Internet
bandwidth is limited and different demands compete for bandwidth.
QoS does not increase your total Internet bandwidth or WiFi throughput.
To enable QoS:
1. Launch a web browser from a computer or mobile device that is connected to the
router network.
2. Enter http://www.routerlogin.net.
A login window displays.
3. Enter the router admin user name and password.
The user name is admin. The password is the one that you specified when you set
up your router. The user name and password are case-sensitive.
The BASIC Home page displays.
4. Select QoS.
The QoS page displays (Comment --> This QoS Page is nowhere to be found)
5. Select the Enable QoS check box.
6. Click the Apply button. Your settings are saved
I do remember enabling these settings during the first setup and so now after factory reset not being able to find it is so frustrating.
Today I did another factory reset and the system reverted to V1.0.1.60 FM and once again the QOS Settings are missing. Then again updated to FW V1.0.1.74 and still no QOS đ
