If the RS is indicating a 145.x IP address then this would be what the RS is getting from the ISP thru the startlink modem.
What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
Be sure your using a good quality LAN cable between the modem and router. CAT6A STP is recommended.
Is uPnP disabled on the RS router prior to setting up a PF configuration?

On further investigation, it appears that Starlink works on CGNAT so nothing is going to get through to the NG router! I'm now learning all about OpenVPN and hope to set up a VPN tunnel to bypass the Starlink router.

Check to see if the SL Router has a DMZ feature, if it does, try inputting the IP address given by the SL router to the RS in the SL router DMZ.

I know from what others posted about SL, they were able to get some kind of SL modem to ethernet adapter and then install a 1Gb non managed switch in between this adapter and the connecting downstream router. Not sure of you have this adapter from SL or something different. Sounds like this maybe an ISP issue that you should contact them and get there help with there configurations.
