it's Netgear RS300, not Orbi
I tried all options of reset, it was erase within admin panel, also tried to use router button via paperclip, and also was trying to find other advanced methods of reset but every time it wasn't possible to successfully setup the router(if router's name was changed)
I was able to avoid it only by removing the router from the netgear account, if I don't do this - I can't setup the router after reset

You can set up ANY router with out being online:
Try a 15 second button press and release reset on the router then setup with a ethernet PC and web browser:

What mobile device are you using?
Version of NH app you have loaded?
Be sure to disable any MAC Address randomizers on phones and pads while at home:

NH app 2.52.0
Device iPhone 17 pro max, mac randomizer was disabled while I was doing the setupLet me provide clear steps as well
STR:
Change router's name from default to another
Also change password to another
Ensure that router is shown as linked to your netgear account in NH app
Then start reset procedure
After this Start setup procedure using QR code on your router
