How do you turn on the firewall for RS-700, or make sure it is on?

You don't. It is on.
Netgear routers came with an integrated firewall unless you decide to subscribe to something extra like Armor.
The routers do have various "Firewall and Internet Security" features that you can tweak. The manual goes into those:

Feed in your model number and check the documentation for your hardware.
Any particular issue that you are trying to fix?
