I had to enable QoS before I could update download and upload speeds in 192.168.1.1.
I had to roll back the new firmware V1.0.7.96 because it was slowing my internet speed.

Did you try a factory reset and setup from scratch when v1.0.7.96 was loaded?
Was Protection Engine enabled at the time?

Hello. Yes, I did a factory reset while having V1.0.7.86. Then I installed V1.0.7.96 firmware and did a factory reset again. But my speeds slowed down and fluctuated. So, I rolled back to V1.0.7.86, did a factory reset and my speeds returned to 1250 and 1260Mbps.

Was Protection Engine enabled at the time?

RS700 does not support Router Protection at this point.
Just to clearify this, to run speed test, you need to disable QoS first, that is, from the router's web GUI, uncheck the "Enable QoS" and clikc the "Apply" buttom to make the change effective.
When you check the "Enable QoS" function without clicking the "Apply" button, no changes are made and no router functions should be impacted.
