lately my RDP connection has been horrible.
Maybe install iperf3 for windows on both PCs, and use that to measure the network speed between the two devices.

Google it. It's a free network test tool that would let you measure the speed directly between the two PCs - more targetted than measuring internet speed from both of them.
It does require use of the command line (though I think there are also some GUIs out there for it).
